Plans submitted for Bishop’s Stortford regeneration, following successful public consultation
East Hertfordshire, December 2025: Regeneration specialist Cityheart has submitted planning proposals for an ambitious redevelopment project that will see the Old River Lane area of Bishop’s Stortford in East Hertfordshire transformed into a multi-use, town-centre destination.
According to the proposals, which outline the redevelopment plans, the Old River Lane scheme will provide hundreds of new homes as well as enhanced public spaces and new community facilities in the historic town centre.
The plans include 171 new homes – including affordable homes and properties for rent – along with improved streets and public spaces, a new access road, and enhanced cycle routes. They also feature flexible retail and community space suitable for shops, cafés, or other commercial uses, plus a new public square and gardens with a pavilion designed to host markets and seasonal events.
The proposal, developed in partnership with East Hertfordshire District Council, has been submitted following a public consultation that took place in June 2025, which saw local residents and businesses contribute to the outlined masterplan. 73 surveys were completed, whilst 173 people attended two in-person events and 208 comments where placed on boards at these events. The aim of the consultation was to seek feedback on plans developed to date so that they could be further refined, address any community concerns, and encourage feedback from local voices.
Mione Goldspink, Executive Member for Neighbourhoods and Deputy Leader at East Herts Council, said: “We know residents are keen to see progress at the Old River Lane site, and the submission of this planning application marks a significant milestone in bringing our plans to life.
“The Old River Lane Delivery Board has worked closely with Cityheart to develop proposals that will revitalise this part of town. The mix of new homes, welcoming public spaces, and improvements to the surrounding streets will help boost vitality and make the area an inviting place to live, work, and spend time.
“Our planning team and committee will now carefully consider the application to ensure the development delivers the best possible outcomes for our community.”
